11 Córdoba Prison Guards to Stand Trial for Torture and Murder of Inmate

Eleven members of the Córdoba Prison Service will face trial. They are accused of subjecting inmate César Darío Moreno to brutal torture and beating, which led to his death in prison. The investigation found that the man was held in mechanical restraints for over two days, causing his death.

Buenos Aires, Feb 11 (NA) – Eleven members of the Córdoba Prison Service will stand trial accused of torturing and killing an inmate at the Bouwer prison. César Darío Moreno was arrested on September 16, 2023, after suffering a psychiatric crisis. He was diagnosed with bipolar disorder but was not given medication. He was transferred to the Apprehended Contention Unit (UCA) and then housed in module MD1 of that penitentiary, according to local media. The 50-year-old inmate allegedly had an incident with a guard, was subdued by several agents, who took him to a sector of the prison complex without security cameras and gave him a brutal beating. In turn, the detainees subjected Moreno to torture by placing mechanical restraints on his ankles, wrists, thighs, and chest for more than 48 hours. According to the investigation by prosecutor José Mana, the inmate died from an acute pulmonary thromboembolism, while the autopsy confirmed 66 injuries compatible with blows. Nine of those involved are charged with torture followed by death, for which they could be sentenced to life in prison, while the head of the module where the victim was held will be determined to be guilty for failing to file the complaint. In turn, a prison nurse is accused of having failed to report the facts that occurred three years ago. Several of the accused are imprisoned in the Bouwer prison and a psychiatrist is under house arrest.
