
The National Government has introduced a new decree, 958/2024, which establishes guidelines for the appointment of personnel in temporary positions within the National Public Administration.
At the end of each 12-month period, appointments must be renewed following the regulatory process. Before approving any new temporary appointment, the corresponding agency must justify the need for the position, detailing the specific functions and demonstrating the absence of permanent personnel to cover them.
The decree prevents individuals appointed to temporary positions from performing functions incompatible with their roles or holding any other unauthorized public employment. Temporary positions will be assigned through a simplified selection process, ensuring that personnel meet the necessary professional requirements.
In the case of strategic positions, an additional review by an evaluative committee is considered. At the end of the period, the renewal of the position must justify the continuity of temporary service, or otherwise, the position must be terminated without exception.
Minister Federico Sturzenegger leads the "deep chainsaw" plan and must now review each appointment to comply with the guidelines set forth in the decree. The new regulations impose a maximum limit of 12 months for temporary appointments, requiring justification before any renewal.
It is established that the selection process should be transparent, with specific requirements for each position, avoiding function duplication and prioritizing efficiency in personnel resources. Each new appointment must certify the absence of eligible permanent employees to fill the position, and in the case of renewal, the continuity of the function must be justified.
Decree 958/2024 came into effect with its publication in the Official Bulletin, reforming the personnel appointment process in the National Public Administration. The main points introduced are the maximum temporality of 12 months for temporary positions and the requirement of justification and transparency in the selection process.
