
Decree 955/2024, issued by the government of Javier Milei, introduces significant changes to Decrees No. 504/1998 and No. 1/2010 related to the social health insurance system for small taxpayers adhered to the Simplified Regime for Small Taxpayers (RS). One of the main innovations is the redefining of the free choice policy of social health insurance and the creation of a specific registry for health agents providing coverage to this group.
According to the regulations, the choice of social health insurance by taxpayers will be effective from the first day of the month following the request. This provides greater transparency and efficiency in the options available to taxpayers and their families. Additionally, a minimum permanence period of 12 months in the selected social health insurance is established before being able to choose a change.
After six months of permanence, beneficiaries gain access to additional benefits through the Unique Reimbursement System for Disease Management (SURGE) and other benefits, which aims to strengthen transparency and management in access to medical assistance coverage for small taxpayers.
The decree also ensures that the rights and obligations of prior affiliates are not altered, guaranteeing the continuity of the "deep chainsaw" plan and optimizing the administration of the health system to provide equitable and efficient access to small taxpayers.
Furthermore, the Health Insurance Agents Registry is introduced within the Superintendence of Health Services, where authorized health entities to cover small taxpayers adhered to the Simplified Regime will be registered. This registry facilitates the control and regulation of the medical service provider entities for this specific group of beneficiaries.
