The Government will grant a financial advance of $400 billion to twelve provinces, and the amount to be given to each will be determined by the Ministry of Economy's Treasury Secretariat “according to the repayment capacity of each province based on its participation in the collection of national taxes.” This was indicated this Monday in Decree 219/2026, published in the Official Gazette, to which the Argentine News Agency had access, and the measure was signed on April 1 by President Javier Milei along with the Chief of Cabinet, Manuel Adorni, and the Minister of Economy, Luis Caputo. The provinces that will receive the funds are: Catamarca, Chaco, Chubut, Corrientes, La Rioja, Mendoza, Misiones, Río Negro, Salta, Santa Cruz, Tierra del Fuego, Antarctica and South Atlantic Islands, and Tucumán. Additionally, the Official Gazette stated: “The Treasury Secretariat of the Ministry of Economy is authorized to arrange the cancellation of the advances granted, plus the interest accrued calculated on the basis of a Fixed Nominal Annual Rate of 15%, through the allocation of the respective share of the provinces detailed in Article 1 of this decree, in the regime of Law No. 23.548 and its amendments or the one that replaces it, and in other coparticipable resources without a specific destination.” The aforementioned secretariat may also “set the conditions for disbursements to the provinces, forms of cancellation, and other applicable conditions, being able to sign agreements with each of the jurisdictions to determine them,” while it was established that, for the purpose of complying with this measure, “the Governments of the provinces detailed in the aforementioned decree must: allocate their share in the Transitional Regime for the Distribution of Fiscal Resources between the Nation and the Provinces established in Law No. 23.548 and its amendments or the regime that replaces it, and in other coparticipable resources without a specific destination for up to the advanced amount, plus its interest, and authorize the Treasury Secretariat of the Ministry of Economy to automatically withhold the funds arising from Law No. 23.548 and its amendments or the regime that replaces it, and from other coparticipable resources without a specific destination for up to the advanced amount plus its interest, in order to cancel the funds granted plus its interest.”
