Economist Emmanuel Álvarez Agis proposed creating a tax on cash withdrawals to replace the Tax on Checks, aiming to encourage the formalization of the economy through greater use of digital payment methods. He explained that «the idea is to charge a tax on cash in such a way that the consumer induces the business to legalize itself». He added that the tax could apply to up to 10% of the amounts withdrawn, using the example: «I go to the ATM, I ask for 1,000 pesos and I get 900». The economist further elaborated that «the consumer demands payment via digital methods because you have a cash tax, this forces the business to formalize and, above all, rewards all companies, like mine, that have all our flows formalized». This proposal met with a resounding rejection from President Javier Milei, who referred to Álvarez Agis as a «Kirchnerist = thief». Milei accused him of openly proposing «to steal 10% of your income earmarked for consumption». He also stated that «they never think about reducing spending, only on how to raise more taxes to be the ones who decide how much and on what to spend your money».
