Argentine Provinces Sue Over Massive Power Outages

The provinces of Salta, Jujuy, and Tucumán have filed an administrative complaint against the company Transnoa S.A. with ENRE due to repeated failures in the electrical system that affected over 900,000 users in Argentina's Northwest region. The administrative complaint was jointly filed at the headquarters of the Public Services Regulatory Entity of Salta, with the participation of Carlos Saravia, president of the Salta body; Mario Pizarro, Secretary of Energy of Jujuy; Hugo Montaño, from the Jujuy Public Services Superintendence; and José Ascárate, from the Tucumán Control Entity. Officials warned that the situation is due to a structural deterioration of the high-voltage system, with a lack of investment, a shortage of technical personnel, and weak state supervision, as learned from the Argentine News Agency. Among the main complaints were the non-compliance with regulations, the deficient maintenance of the network, and a corporate policy that, they stated, prioritizes profitability over the quality of the electrical service. The complaint indicates that the outages occurred between January 22 and 24. In Tucumán, the Aguilares Transformer Station went out of service, affecting 60,000 users. The blackouts also interrupted essential services such as drinking water supply and healthcare, as many systems depend on electricity to operate. In the petition presented to ENRE, the provinces requested audits, sanctions, access to Transnoa S.A.'s investment plans, and the opening of attention offices in the affected jurisdictions. They also asked the regulatory body to report on the fines applied to the company between 2019 and 2025.
