Javier Mela, a member of the Radical Civic Union, was selected to replace Germán Kiczka in the Legislature of Misiones. Kiczka was expelled from his seat after being arrested for possession and distribution of child sexual abuse material. The provincial Legislature unanimously approved that Mela take Kiczka's place following a request from the Renovating Front of Concordia.
In the same session in which the appointment was proposed, President Oscar Ahuad presented the proposal, which was supported by all present, except for legislators Karen Fiege and Pedro Puerta, who used to be Kiczka's block partner. The expulsion of Kiczka took place in mid-September, and almost two months later it was officially announced who would occupy his seat.
Paulino Javier Mela will assume the vacancy in December, during a special session for the renewal of legislative authorities. During these months of legal vacancy, the Legislature consisted of 39 deputies, which caused an uproar in the province as the provincial electoral justice declared itself "incompetent" for the designation of the successor due to a lack of precedents in such situations.
