Argentina has seen an unprecedented civic mobilization regarding a bill to reform the Glacier Law. After its approval in the Senate, a public hearing was held that prevented the project from being passed as quickly as the government desired. This was achieved through citizen pressure concerned that the law allows for mining investments, mainly in mountainous regions, at the cost of violating the ecosystems where the country's main freshwater courses begin. Over 102,000 people signed up to participate, but the organizers limited the hearing to just two days, preventing the majority from speaking. Among those who spoke were only four mining companies, while opponents included jurists, the Church, scientists, and a UN representative. This case became a clear example of a violation of the EscazĂș Agreement, which guarantees citizen participation in environmental matters. Despite this, the massive turnout demonstrated the growing strength of the environmental movement and its ability to mobilize the population around issues understandable to all, such as the protection of water resources.
