The national government has officially formalized the creation of the Integrated Registry of Social Policy Beneficiaries (RIB) to identify, in a database, the people who are beneficiaries of social benefits or services. The measure was formalized through Resolution 23/2026, published this Tuesday in the Official Gazette, with the objective of making transparent and optimizing the follow-up of social aid beneficiaries in Argentina. The RIB will operate under the orbit of the Integrated Social Information System (SIIS), created in September 2024, and will depend on the National Council for the Coordination of Social Policies (CNCPS), belonging to the Ministry of Human Capital. The norm, analyzed by the Argentine News Agency, determined that the main function will be to consolidate and harmonize the information of all people who receive benefits or services from the National State. The creation of the registry aims to improve the traceability of public funds. Until now, the dispersion of information among different agencies made it difficult to detect if a person was receiving duplicate benefits or if there were gaps in coverage. In this sense, the official text pointed out that the RIB “will strengthen the transparency, traceability and inter-institutional coordination of social interventions, facilitating the follow-up of their coverage, complementarity and eventual overlaps, as well as the comprehensive management of social investment”. It also emphasized that the centralization of data guarantees that “the consolidated records respond to the official information provided by the competent agencies, avoiding duplications and ensuring the integrity, coherence and traceability of the data”. From the SIIS infrastructure, the system will allow data interoperability, that is, different State dependencies can cross information in an agile and secure way. Regarding the privacy of citizens, the resolution clarifies that the processing of the information will be strictly governed by Law No. 25.326 on the Protection of Personal Data. The National Council for the Coordination of Social Policies will be responsible for implementing the necessary security and confidentiality measures to protect the integrity of the data holders. In addition, as the managing authority of the SIIS, it will be in charge of the custody, follow-up and elaboration of the statistics derived from the new registry.
