The Argentine government has reintroduced the 'Leaf Litter' bill, aimed at sweeping away dozens of bureaucratic and outdated regulations that slow down the economic flow. Conceived by the Minister of Modernization and State Transformation, Federico Sturzenegger, the project lost its parliamentary status in 2024 after it was never brought to a vote. For months, the ministry conducted a thorough review of all the country's legislation in force since 1864. Behind its picturesque name, the project aims to clean the Argentine legislative corpus of all its impurities or excessive norms. The bill establishes that the ownership of media companies must be by national enterprises, limiting the participation of foreign companies to a maximum of 30% of the share capital. The project's authors reverse the prevailing principle and affirm that 'for individuals, everything is permitted, except what is expressly prohibited.' 'Therefore, a principle of maximum freedom, not maximum control, must apply,' they emphasize. The motivations for the repeal of norms include laws that limit individual freedom, eliminate useless procedures, have been superseded by newer laws, are obsolete due to technological changes, define obligations for institutions that no longer exist, and create publicly funded bodies.
