The national government has officially called a special session of Congress to be held from December 10 to 30, with an agenda focused on the 2026 Budget and a package of fiscal, labor, criminal, and environmental reforms. Decree 865/2025, published in the Official Gazette and signed by President Javier Milei and Chief of Staff Manuel Adorni, stipulates that only matters included in the annex can be addressed during this period. The first item on the list is the draft Law of the General Budget of the National Administration for the 2026 fiscal year. This text projects a balanced or slightly surplus financial result for the National Public Administration for the coming year, in line with the fiscal consolidation strategy. These are the six projects included in the extraordinary session's agenda: 1. Draft Law of the General Budget of the National Administration for the 2026 fiscal year. 2. Draft Law of Fiscal Innocence. 3. Draft Law of National Commitment for Fiscal and Monetary Stability. 4. Draft Law of Labor Modernization. 5. Draft Law for the Reform of the Criminal Code. 6. Draft Law for the adaptation of the Minimum Budgets Regime for the Preservation of Glaciers and the Periglacial Environment (Law 26.639). The draft Law of Fiscal Innocence was also added to the agenda, which aims to redefine criteria for responsibility and burden of proof in tax matters, and the so-called Law of National Commitment for Fiscal and Monetary Stability, designed as a framework of rules to limit the deficit, order spending, and curb financing through issuance or borrowing. Among the highlighted initiatives is also a draft Law of Labor Modernization, which the Executive has committed to sending to Congress. According to official sources, it will include changes to special regimes, compensation schemes, and regulations on hiring, internships, and work modalities, with the aim of 'updating' legislation in the face of new forms of employment. The package is completed by a comprehensive reform of the Criminal Code, also to be sent by the Executive, and a law adapting the Minimum Budgets Regime for the Preservation of Glaciers and the Periglacial Environment, which will review the current regulations (Law 26.639) to reconcile environmental protection with investment projects, especially in extractive activities in mountainous regions.
