President Javier Milei will sign a decree this Friday convening an extraordinary session of Congress from December 10 to 31, announced Chief of Staff Manuel Adorni. According to the Argentine News Agency, the agenda includes the 2026 Budget Law, the 'Tax Innocence' Law, a national commitment to monetary and fiscal stability, a new labor modernization proposal, and a comprehensive reform of the Criminal Code.
Details of the government's proposed initiatives:
2026 Budget The bill sent to Congress aims to consolidate 'fiscal balance' as the cornerstone of the national economic plan, preventing the state from depending on monetary emission or financing from the Central Bank. The text allocates funds for social spending—health, pensions, education—in addition to specific items for security and defense.
Tax Innocence This project is part of the 'structural reforms' package that the Executive branch seeks to pass. With the new composition of Congress, the priority is to pass this bill as quickly as possible to encourage the use of 'hidden' money. The goal is to allow unregistered funds to be used in the real economy without persecution from the Tax and Customs Enforcement Agency.
National Commitment to Fiscal and Monetary Stability This law is intended to accompany the Budget, aiming to shield public finances by establishing rules to prevent fiscal imbalances, control spending, and avoid irresponsible financing through monetary emission or debt. It aims to ensure that public spending is 'anchored to revenues', providing a kind of 'golden rule' for fiscal policy.
Labor Modernization The reform is expected to impact labor laws, collective bargaining agreements, indemnifications, and employment regulations, in line with what the ruling party has already anticipated as 'labor simplification and deregulation'.
Criminal Code Reform The official plan includes a deep reform of the Criminal Code. Among the reported changes are the aggravation of penalties, the expansion of non-expiring crimes (e.g., homicide, sexual abuse, human trafficking, drug trafficking), and stricter restrictions for early release. It also proposes updating procedures to accelerate the accusatory system with faster processes and a tougher approach to serious crimes.
Adjustment of the minimum budget regime for the preservation of glaciers and the periglacial environment This initiative establishes a review of the current environmental regime for glaciers and periglacial areas.
