Iberoamerica is at war. In a war against Transnational Organized Crime, which in the region is known as 'narcoterrorism'. Its objective is the paralysis and feudalization of Latin American nation-states. This new form of strategic aggression operates as a true 'neutronic' weapon, aimed not only at public security but at the very foundations of the individual, society as a whole, and the nation-state. The aggressor, emerging unexpectedly from the shadows, is international organized crime. Its sources of income are drug trafficking, human trafficking, financial fraud, and the smuggling of weapons and toxic waste. For over 20 years, it has been acting upon the generations of young Latin Americans, corrupting political power and undermining the foundations of democracy. Unlike common crime, transnational organized crime is capable of waging war against the state, threatening its sovereignty. While Western governments slowly recognize the scope of the problem, a real confrontation is unfolding in Latin America, where the victims are not only security agents but also innocent children. Key areas of criminal activity include drug trafficking, arms trafficking, human trafficking, organ trafficking, money laundering, and technology smuggling. This globalization of crime accompanies the globalization of finance and is closely linked in the region to terrorist groups, a legacy of the Cold War. To counter this threat, a clear understanding of the nature of the conflict and the development of an effective strategy, not just tactical actions, is essential.
