The National Government has officially formalized the requirements that legitimate users must meet to acquire and possess semi-automatic firearms with detachable magazines, similar to rifles, carbines, or submachine guns of a caliber larger than .22 LR. This measure repeals several previous provisions of the former National Firearms Registry (RENAR).
Requirements for Legitimate Users To access possession of these firearms, legitimate civilian firearm users (or Shooting Entities) must meet a series of requirements. Administrative requirements and tenure: a minimum of five years as a legitimate user of conditional civilian firearms; no sanctions or administrative proceedings pending with RENAR; a registered Type G2 Guard Sector (specific security measures for storage); submission of a detailed sworn statement explaining the reasons for the application; identification of the material (brand, model, caliber, serial number) with attached photographs.
Accreditation of "Proven Sporting Use" The central point of the new regime, established by Decree 397/25, is that the user must accredit "proven sporting use." The resolution specifies that this is met by having at least one of the following conditions: a certification from a licensed Shooting Entity endorsing the applicant as an "avid shooter"; proof of participation in national and/or international sporting shooting competitions. Shooting Entities may also request the material for use by their members in sports disciplines or for educational purposes.
The cost of the procedure will be equivalent to the sum of a "Tenencia Express" and a "Consumo de Municiones Card (TCCM)".
