
The National Government has discontinued eleven social and cultural programs dependent on the Secretariat of Childhood, Adolescence and Family, created mainly during the administrations of Alberto Fernández and Mauricio Macri. These measures were carried out through 11 resolutions published by the Ministry of Human Capital in the Official Bulletin.
According to the Ministry, the justification for this decision is that the programs 'have no effective application or overlap with others,' and their elimination will allow for 'achieving good management and efficiently administering resources.' Additionally, the measure includes placing the affected employees on standby, in accordance with Article 11 of the Annex to the National Public Employment Regulatory Framework Law No. 25,164.
Among the programs discontinued are the National Program for the Promotion and Protection of Rights, created in 2017 with the aim of strengthening the child as a rights holder, as well as the Playing We Build Citizenship Program and the National Right to Play Program (JUGAR), promoted in 2020 to guarantee the right to play for children and adolescents throughout the country.
Other programs affected by this measure include Participate in Community, Technical Unit for the Comprehensive Approach to Rights, Department of Comprehensive Health, Comprehensive Protection Program for the Rights of Girls and Boys with Mothers Deprived of Liberty, Line Activate, Advisory Council of Adolescents, and National Program for the Rights to Citizen Participation of Girls, Boys, and Adolescents.
In summary, these decisions aim to reorganize and optimize the resources allocated to social and cultural programs within the framework of public management, eliminating those initiatives considered duplicated or that have not demonstrated effective impact.
