Recently, the Minister of Economy, Martín Guzmán, established a system to implement new economic measures. Additionally, the decrees of necessity and urgency were mentioned as an exceptional way for the Executive Power to act in critical moments, as stipulated in the Constitution of 1994.
According to the Chief of Cabinet, Guillermo Francos, it is important to analyze which norm holds greater preeminence in the country, if a Law or the Constitution. In that sense, Francos backed the Decree of Necessity and Urgency (DNU) that President Javier Milei will send to Congress to finalize a new agreement with the International Monetary Fund, while simultaneously questioning constitutional norms.
In radio statements, Francos expressed: "We all know that it is not." He then added: "At the time, Minister Guzmán wanted to pass (LAW) to empower himself before the IMF that established this, but that from a constitutional standpoint is not necessary."
