
The Government announced the officialization of the reduction of withholdings for the main products of the agricultural sector and the elimination of the same for some regional economies, to be valid for six months, until June 30. This measure responds to industry demands for high taxes on foreign trade. The news was announced through Decree 38/2025, signed by President Javier Milei, Minister of Economy, Luis Caputo, and Chief of Cabinet, Guillermo Francos.
The reduction in Export Duties (DEX) covers products such as soybeans, wheat, sorghum, sunflower, and corn, with reductions in their tariffs. Moreover, this withholding is completely eliminated for regional economies such as sugar, cotton, bovine leather, tobacco, rice, and other items. The measure aims to provide relief to sectors affected by droughts and falling grain prices.
The reduction of withholdings was confirmed last week at a conference led by presidential spokesperson Manuel Adorni, alongside Caputo and other officials. This decision seeks to send a positive signal to the agricultural sector amidst the crisis facing the industry. Caputo explained that although the withholdings are not completely eliminated, it is necessary to maintain a certain fiscal balance given the current context.
The measure aims to promote exports from the agro-industrial sector and improve producers' incomes. The reduction of withholdings seeks to strengthen export momentum and boost Argentina's international integration. The changes include reductions in withholdings for products such as soybeans, wheat, corn, and sunflower, while regional economies will benefit from the permanent elimination of these levies.
Regarding the values of the new withholdings, it is noted that soybean will see a reduction of seven percentage points, decreasing from 33% to 26%. Other products like wheat, barley, sorghum, corn, and sunflower will also experience reductions in their tariffs. Regional economies, for their part, will benefit from the permanent elimination of withholdings.
Decree 38/2025 outlines the details of these tariff modifications. Exporters will be able to access these reductions as long as they liquidate at least 95% of the foreign currency from the goods within a specified period. The regulation of this measure is expected to be published soon by the Revenue and Customs Control Agency.
