
The Government has confirmed significant changes to the National Traffic Law that affect driver’s licenses, Technical Vehicle Inspection (VTV), and tolls, among other aspects. Through decree 196/2025 published in the Official Bulletin, modifications have been formalized that complete the deregulation of motor transport.
According to the Ministry of Transport, the changes aim to streamline administrative procedures, reduce costs for private and professional drivers, simplify the renewal processes of the National Driver's License System, and implement the digital National License, among other measures.
One of the most notable changes is the digitization of the National Driver's License, which will be valid throughout the country and can be renewed remotely by sending a physical fitness certificate. Additionally, the National Interjurisdictional Transport License (LiNTI) has been eliminated, and the incorporation of barrier-free smart tolls will be allowed.
Regarding mandatory technical inspections (VTV), they can be carried out in workshops and dealerships of any jurisdiction, as long as they meet the established requirements. It is expected that by June 2027, all national routes will exclusively have free flow toll systems, thus avoiding obstructions to vehicular traffic.
Moreover, the special approval for caravans has been eliminated and the homologation of trailers and towed vehicles has been simplified. Standards for autonomous driving vehicles have also been established, defining mandatory requirements with different levels of automation.
In summary, these modifications aim to modernize and simplify processes related to vehicular traffic in the country, providing greater comfort and efficiency for both private and professional drivers.
