The president of the national PJ, Cristina Kirchner, has promoted a bill presented by a group of national deputies from Unión por la Patria that proposes the incorporation of digital membership to political parties.
The initiative led by Carolina Gaillard proposes the creation of a "Free and Digital Membership Electronic Platform," which would be managed by the National Electoral Chamber (CNE) in conjunction with the electoral secretariats of each district and the political parties. The proposal establishes that parties must have a help service to assist citizens in the digital membership process.
The project, which amends the Political Parties Law (No. 23,298), allows for free, digital, and remote membership or resignation from a party through a validated digital signature and biometric systems. If the party does not respond to the membership request within 15 business days, it will be automatically approved. The prohibition of dual membership is also maintained.
The transition to digital membership aims to eliminate the use of paper within 12 months, leaving only the digital system for memberships. During this period, political parties must complete the digital registration of their members. It is emphasized that the reform seeks to guarantee the freedom of membership and disaffiliation without bureaucratic obstacles, as well as improve the security and protection of personal data.
Furthermore, it is stressed that digital membership will contribute to the transparency of the electoral rolls, keeping records updated to prevent irregularities and ensure fairer internal elections. This initiative promotes accessibility for all citizens, regardless of their location, fostering greater participation in democracy.
The project has the signatures of several deputies, including Carolina Gaillard, Germán Martínez, Paula Penacca, and others, who support the implementation of digital membership in political parties as a step towards greater efficiency and democratization in the national political system.
