United Nations humanitarian organizations reported today that persistent fighting and severe restrictions in South Kivu province in the east of the Democratic Republic of the Congo (DRC) have severely limited, and in some cases made impossible, access to essential aid. The United Nations Office for the Coordination of Humanitarian Affairs (OCHA) warned of the rapid deterioration of the situation in South Kivu, particularly in the territories of Fizi and Mwenga. OCHA indicated that clashes between armed groups and restrictions imposed during the second and third quarters of 2025 have paralyzed assistance in key locations such as Minembwe and Itombwe in the Hauts Plateaux region. The mortality rate from severe acute malnutrition has reached an alarming level of almost 30%. Food security is also rapidly deteriorating due to road blockades that drive up the cost of basic goods. OCHA stated that while vital supplies, including medicines and nutrition kits, have been pre-positioned in neighboring localities, insecurity is preventing their delivery. OCHA made an urgent call to all parties to protect the civilian population and ensure safe and unimpeded humanitarian access so that vital aid can reach those trapped by violence. Since May, these areas have been virtually isolated due to severe restrictions imposed by armed groups, such as the closure of key roads connecting Fizi with Minembwe and the denial of access to humanitarian organizations. In addition, reported threats have forced the withdrawal of several non-governmental organizations, with a devastating impact on the civilian population. The situation is critical, especially for the displaced population: Isolation: In Minembwe alone, more than 170,000 displaced and returning persons are isolated from essential assistance. Health: The health system is collapsing due to the prolonged shortage of medicines. Child mortality: At the Minembwe Hospital, children accounted for 60% of deaths between July and September.
