The former commissioner and lawyer Héctor Muzzio held photojournalist Pablo Grillo responsible for the serious injury suffered during the police repression at the Congress. Muzzio mentioned that Grillo was in the line of fire, taking a risk that no one should take. In an interview, Muzzio clearly stated that Grillo was partly to blame for what happened, arguing that he did not take the necessary precautions, such as wearing a helmet and being aware of the dangers involved.

In his controversial statements, Muzzio emphasized that the projectile that injured Grillo was a result of his lack of precaution and risk assumption. He explained that the police shoot with a specific inclination, implying that Grillo was in a danger zone at the time of the incident. Referring to the tear gas cartridge that left Grillo in critical condition in intensive care, Muzzio said it was a consequence of his lack of care in disregarding the risk.

When asked whether the shot was a ricochet or a direct attack, Muzzio emphasized that the police followed the established protocols and that the projectile ricocheted hitting Grillo. He highlighted the use by the police of a federal gas gun that fires in parabolic trajectories, which implies that Grillo was located in a risky position, being guilty, according to Muzzio, for ignoring warnings and disregarding danger.
