The Argentine government simplifies the Unique Food Chain Registry by removing requirements and fees, and reducing registered activities. These measures aim to facilitate the registration of operators.


Modifications to the Food Chain Registry

The Ministry of Agriculture simplified the Unique Registration of the Agri-food Chain (RUCA) through Resolution No. 82/2024 published in the Official Bulletin. This measure aims to facilitate registrations and unify activities by eliminating requirements and fees for operators. 54 activities were removed this year, including those related to wool, herbal, fruit and vegetable, and sugar sectors.

The main changes introduced in the registration are as follows. Registration becomes free by eliminating fees. The requirement to comply with the Central Bank of the Argentine Republic's regulations on the entry and settlement of foreign currency has been removed. The necessary requirements for the activity are detailed, without allowing additional non-standard requests. The requirement to comply with rulings and arbitration awards was removed, reducing the number of grain-related activities covered by the registration from 38 to 27.

Registrations have no expiration date as long as the requirements for their granting remain in effect. The obligation to present proof of compliance with tax obligations derived from the activity has also been removed. The requirement for economic solvency and background for all activities was eliminated, preventing arbitrary analyses.

Additionally, the verifications for the registration of some activities were detailed, implementing virtual verifications to expedite the accreditation of establishments. Operators will now only need a single registration to market any species, simplifying the process. With these changes, RUCA activities will be reduced from 108 to 45 and registrations from 54,000 to 24,000 before their unification with other agency registrations.
