Argentina's government has removed import duties on paper used for printing books, newspapers, and magazines. The decision aims to simplify administrative procedures for the publishing sector and stimulate the industry.

The national government has established a zero percent (0%) import duty rate for paper intended for the printing of books, newspapers, magazines, and general interest publications.

This measure applies to publishing companies, newspapers, and importers acting on behalf of end-users who use this input for editorial purposes. To access this benefit, interested parties must be registered in the Register of Imports of the Editorial Sector (RISE).

This provision aims to update and simplify existing administrative procedures, eliminating previous regulations that governed the monitoring and control of these imports, according to the Argentine News Agency (NA).

The measure was officialized through Resolution 11/2026 of the Ministry of Economy, published this Friday in the Official Gazette. The document repeals a series of prior resolutions dating back to 1992 to streamline the registration system.

Users wishing to obtain the tariff exemption must submit a one-time application through the Remote Procedures System (TAD) as a sworn statement.

Once the registration is approved, the Directorate of Imports will issue a certificate that will be automatically validated with the General Directorate of Customs through the corresponding computer system.

Companies already registered under the previous system have a 90-day period to complete the new registration and maintain the benefit. Meanwhile, the Customs Revenue and Control Agency (ARCA) has a 30-day period to issue complementary norms to make the resolution operational.
