Argentina Simplifies Passenger Transport Regulations

The Argentine government has issued a new resolution simplifying carrier registration, expanding the vehicle fleet for operation in difficult conditions, and reducing administrative barriers. These measures aim to increase flexibility and competitiveness in the country's transport sector.


Argentina Simplifies Passenger Transport Regulations

The Government has introduced a new deregulation in passenger transport by simplifying procedures and expanding the vehicle fleet, allowing 4x4 vehicles to provide services on dirt roads, mountainous terrain, and off-road paths.

The acceleration and simplification of regulatory requirements for the development of passenger motor transport services were implemented through Resolution 73/2025 of the Secretariat of Transport of the Ministry of Economy, published this Tuesday in the Official Gazette.

Among the main modifications and benefits established by the regulation is the flexibility of the requirements to be a registered carrier within the National Register of Passenger Motor Transport, by eliminating previous corporate requirements.

Likewise, individuals who own more than five vehicles may register as a legal entity, and the registration of natural persons who prove at least 50% ownership or leasing of a vehicle will also be permitted.

Furthermore, with the implemented regulatory modification, coordination agreements between companies on the interchangeable use of personnel were simplified, which will no longer require external approval.

In turn, there was an expansion of the permitted vehicle fleet in the Register, incorporating vehicles of categories N1, N2, and N3 (4x4 and 6x4) for services in areas of dirt roads, mountains, or off-road paths, in addition to the existing M1, M2, and M3.

In this regard, Transport explained that "these units may have a front or rear engine and use diesel, CNG, or LPG, as well as hybrid, electric, or any other technology that the implementing authority considers appropriate to implement, always under current safety standards".

For Free Offer services, declarative requirements were reduced, facilitating the provision of occasional or on-demand services with fewer administrative requirements for operators.

At the same time, in international transport, registered carriers in the Register are authorized to provide occasional services on closed international circuits under the International Land Transport Agreement (ILTA), as well as the agreements reached within the framework of said Agreement between the signatory countries.

Highlighting the regulatory update, the Executive stated that "these changes reinforce the principles of flexibility, deregulation, and opening of the sector and aim to simplify registration procedures, expand the operational possibilities for carriers, and adapt the vehicle fleet to the different geographical realities of the country".

It also emphasized that "with this update and modernization of the regulation, the National Government promotes a more agile, transparent, and competitive regulatory framework that promotes the entry of new operators, the technological adaptation of the sector, and the strengthening of regional and international connectivity".
