
The National Institute of Cinema and Audiovisual Arts (INCAA) approved the direct contracting by specialty of the company BIGTREE STUDIO S.R.L. for the development and maintenance of the digital platform INCAA EN LÍNEA, with a budget of 252,000 dollars, equivalent to more than 250 million Argentine pesos. The contract will last for 18 months and will include system integration, the development of control modules, and the digitization of the administrative processes of the organization.
According to the official document, the INCAA EN LÍNEA platform aims to centralize the management of procedures, improve the administration of subsidies and credits, and renew the system of sworn statements from film theaters. In addition, integration with state systems such as GDE and RENAPER is planned for data validation and document management.
The awarding, totaling 252,000 dollars, was endorsed by the Administration and Finance Management, headed by Josefina Goggi, and the Systems Sub-management of INCAA. They argued the need to continue with the development of the platform and its interoperability with other government areas. The signing of the award and purchase order took place on February 26, 2025.
However, this decision has raised questions in the film sector, as no public tender was opened to evaluate other offers. Sources in the sector consulted indicate that the assigned budget exceeds the average cost of similar developments in the private sector and question the transparency of the process. While INCAA allocates this sum to a digital platform, the film sector faces a funding crisis, with reductions in subsidies and delays in payments to producers and festivals.
The awarding was carried out through a direct contracting process signed by Carlos Pirovano, Executive Director of INCAA, based on Article 19 of the General Procurement Regulations of INCAA, which allows direct contracting when there are no suitable substitutes or the service is exclusive to a provider.
