The decree authorizing this allocation bears the signatures of Governor Alfredo Cornejo, along with several of his officials, including Natalio Mema, Minister of Government, Víctor Fayad, Minister of Finance, and Rodolfo Montero, Minister of Health and Sports. This has led to criticisms regarding the use of public resources in the government of Marcos Calvente, apparently paying for the municipality's excess expenditures.
On the other hand, it has been revealed that 700 million pesos were allocated to San Rafael, according to the disclosed annex. The breakdown of these 5,640,000,000 pesos shows that a significant portion of the amount, the remaining 5 billion, was directed towards payments related to territorial data within the Municipality of Guaymallén. However, it does not specify in detail how this money was used.
The provincial government justified this expenditure by emphasizing the existence of available balances in the Ministry of Finance to cover this budgetary need. Although the document mentions the Executive Power's authority to restructure budgets, the lack of clarity regarding the amount and its destination has raised concerns.
The total amount of 6,340,000,000 pesos, with a large portion allocated to Guaymallén, has sparked criticism regarding transparency and the proper use of public resources.
