Argentina Resumes 2026 Budget Debate Amid Key Reforms

This week, the period of extraordinary sessions continues in the National Congress, marking a new phase to resume the debate on the 2026 Budget in the Senate. The ruling coalition, La Libertad Avanza (LLA), aims to promulgate it without delay. The parliamentary agenda, set until December 30th (excluding the 25th due to a public holiday), focuses on economic and structural reforms while maintaining the 'zero deficit' goal. According to the Argentine News Agency, one of the significant debates scheduled for next Friday, the 26th, will concern the Law of Fiscal Innocence. This bill, which supports the 2026 Budget, has already passed in the Chamber of Deputies. The executive's proposed legislation amends the Tax Criminal Regime, Fiscal Procedures, and the National Civil and Commercial Code, and also introduces a Simplified Affidavit Regime. This initiative also creates a 'Simplified Profits Regime' under which participating taxpayers will be 'forever shielded'. Additionally, in collaboration with dialogue-oriented blocs, LLA seeks to advance a package of reforms that includes, first, the Labor Modernization Bill, whose consideration was postponed to next year and will resume on February 10th, and amendments to the Criminal Code, which as yet has no set date. The decision to continue the labor reform debate next year was announced by LLA's bloc president, Patricia Bullrich, after confirming the majority report at the plenary meeting of the Labor and Social Security and Budget and Finance commissions committees. Another key item on the agenda, highly relevant to both the national executive and mining provinces, is the Glaciers Law. It involves debating amendments to relax environmental protection in certain areas to foster mining investments. Bullrich also announced that the government will call for extraordinary sessions between February 1st and 27th, where, in addition to seeking approval for the Labor Modernization Bill in the Senate, they also aim to do the same for the Glaciers Law.
