
According to conservative sources, it is estimated that retirement requests at the AFIP do not exceed 1,000 throughout the year, although this would represent a significant expense for the Government. The adjustment in the AFIP is considered an essential measure to eliminate bureaucratic obstacles that have hindered the economic and commercial freedom of Argentinians, according to the Government's statements.
In August, the AFIP had 21,410 employees, which would imply a payment of 200 million pesos in compensations if everyone opted to retire, equivalent to 176,000 dollars. Among the criteria for determining these compensations are collection aspects, attendance, and work performance, which allowed the head of AFIP, Florencia Misrahi, to receive an extra salary of almost 30 million pesos, besides a potential retirement that could possibly be among the highest granted by ANSeS.
Approximately, for every 1,000 retirements, the AFIP will have to allocate about 176 million dollars, and this amount would double if it reaches 2,000 retirements. Given the financial implications, some suggest that employees' rush to retire may be due to a potential halt in government payments, which could lead to legal disputes or payment with public debt bonds.
The Government announced the elimination of the AFIP and its replacement with ARCA, with the promise of reducing senior authorities by 45% and lower levels by 31%, which would imply a 34% reduction in the current structure and an annual savings of 6.4 billion pesos. On the other hand, it was reported that ARCA's executives will receive a salary similar to that of a national government minister, close to 5 million pesos.
Amid these changes, about 1,700 AFIP employees initiated the retirement process in response to announced potential job and salary cuts. It was also reported that 3,155 agents who entered irregularly during the Kirchnerist government will be dismissed, entitled to compensations equivalent to 20 salaries per person. Furthermore, the agreement between the AFIP and the workers establishes that those who retire will receive a special compensation based on 20 months of their last remuneration, including the extra accrued by the Hierarchization Account, equivalent to 15% of the current AFIP staffing.
