
In 2024, the municipality of Lomas de Zamora established a fee of 1.5% on the monthly income of each bank branch, which contrasts with the rate of 7.5% applied to income in other localities such as Tres de Febrero, where the rate is 0.42%. Under the leadership of Lucas Ghi, Morón also imposed the "Security Reinforcement Fee" in 2024, which increases month by month and is currently $5,141,735 per branch.
The Municipality of Morón in 2024 collected more than $5 billion in fees on credits granted by a state entity, mainly through the "Security and Hygiene Inspection Service Fee." For example, in 2018, a bank had to pay $46 million just for opening a branch in Lomas de Zamora without considering the volume of business of that branch. On average, in January 2025, each bank branch paid $5,100,000 for this fee.
The ABA and ADEBA entities initiated legal action in September 2024 due to this fee, arguing that bank branches do not generate environmental pollution through their activity and do not produce large volumes of waste. The financial sector has shown discontent due to this tax pressure that is becoming increasingly difficult to sustain, leading to branch closures and considering the fees as excessive.
In other municipalities of the Buenos Aires conurbation, such as Ramos Mejía in La Matanza, the impact of high municipal fees on banking activity has been observed. Banco Nación closed its branch in that area, generating a legal action that is currently in the Supreme Court of Justice of the province.
In Luján, the municipality considers banking activity to be polluting, which is why it imposes the "Environmental Protection Services Fee." In Morón, despite the end of the health emergency due to the COVID-19 pandemic, a "Municipal COVID-19 Fee" is still charged to bank branches, which was established in 2020 and remains in effect in 2025 with a monthly cost of $2,036,508 per branch.
In addition to these fees, Luján charges a minimum fee for Inspection, Security, and Hygiene and a special tax for ATMs, without the municipality providing justification for it.
