Last Thursday in Comodoro Py, a complaint filed by lawyer Jeremías Rodríguez was drawn, who accused Juan Grabois of leading an illicit association through the Fondo de Integración Socio Urbana, where millions of pesos were diverted, exceeding 1000 million dollars. According to the complaint, Grabois promoted million-dollar plans like the 'National Urban Land Plan' and had decrees signed by President Alberto Fernández to finance a structure he commanded, without holding an official position.

Jeremías Rodríguez classifies this structure as an 'illicit association' with the aim of perpetuating power using public funds for political benefit and personal enrichment. Investigations into the Fondo de Integración Socio Urbana have led to judicial cases such as the abandonment of the Lots with Services program in Luján and the misappropriation of funds by responsible officials. According to Rodríguez, there are similarities with the case of Cristina Fernández de Kirchner in the Vialidad cause, where friends among entrepreneurs were favored without signing contracts directly.

Rodríguez, who has a diploma in Management and Public Policies, asserts that this alleged act of corruption is the largest in Argentine history, occurring from 2020 to 2023, when the Secretary of Socio Urban Integration was in charge of Fernanda Miño, managing funds at her discretion and without control. The lawyer requests that Sebastián Pareja, an official of Javier Milei, testify, as he has not audited the FISU thus far.

Juan Grabois defends himself by stating that he never signed documents and was unaware of what was happening in the Fondo de Integración Socio Urbana, where Fernanda Miño allegedly had control. The complaint initiated by Rodríguez, containing a lengthy 84-page document, points to Grabois as the leader of an illicit association, similar to the case against Cristina Fernández de Kirchner in Vialidad. This week, it will be determined whether an investigation will be opened or the complaint will be referred to judge Ariel Lijo, who is handling other cases against Grabois.

The Fondo de Integración Socio Urbana, created during Macri's government, received 30% of resources according to article 2nd. It highlights the appointment of Fernanda Miño, with no previous experience, as the responsible party. The project began in Villa 31 of CABA and had significant funding. Currently, federal judge Servini de Cubría and prosecutor Carlos Stornelli are investigating Grabois.

Rodríguez details that Grabois purchased land in Carlos Keen, Luján, at a suspiciously low price after selling an inherited property. This transaction has raised doubts about the source of the funds used, as it allowed for the transformation of rural land into urban land, with a significant increase in value. The lawyer identifies Grabois as the only accused in the FISU-Luján case and bases his complaint on a sense of service.

Law 27.453, which establishes the 'Land Regulation Regime for Socio Urban Integration', was enacted in October 2018. This legislation authorized the creation of a trust to finance activities related to the urbanization of popular neighborhoods in Argentina. Jeremías Rodríguez, the author of the complaint, asserts that his action has no political affiliations and aims to expose alleged irregularities in the management of public funds within the Fondo de Integración Socio Urbana.
