
The General Audit Office of the Nation (SIGEN) requested the Judiciary to have the University of Buenos Aires (UBA) present documentation related to the use of public funds allocated by the National Executive Power. The general auditor, Miguel Blanco, with the support of the National Treasury Attorney, Rodolfo Barra, made this request under the Higher Education Law and the Financial Administration Law.
In the statement issued by the Ministry of Human Capital, it is clarified that SIGEN does not seek to audit the academic content of UBA nor interfere in its autonomy, but rather to obtain information about the destination and execution of the public funds assigned to the institution. UBA is expected to report in detail on the use of these funds in tenders, direct contracts, agreements, among other aspects.
SIGEN's request also aims to verify the accounts, processes, and internal controls of the university in order to assess its operational effectiveness and contribute to improving the execution of its operations. Furthermore, UBA is required to provide documented accountability for the funds transferred by the National Treasury to facilitate the internal control functions of SIGEN, which complement the work of the National General Audit Office (AGN) in external control.
The judicial request includes information requests about UBA's internal regulations for the approval and authorization of expenses by officials, as well as details of the acquisitions made with the funds transferred by the Ministry of Education. Additionally, access to specific UBA systems is required to verify the recording of expenses and reports.
