The Ministry of Foreign Affairs, International Trade and Culture of Argentina has awarded a contract for ARS 114,044,133 (approximately USD 78,000 at the current exchange rate) for the English language training of its staff to the Argentine Association of English Culture (AACI). The executive director of this association is María Josefina Rouillet, the wife of the Minister of Deregulation and State Transformation, Federico Sturzenegger. This link triggered the integrity procedure provided for in Decree 202/2017, with the intervention of the Office of Anticorruption (OA) and the General Audit Office of the Nation (SIGEN). Despite the identified family interest, the contract was awarded to AACI through a «Simple Adjudication by Specialty» procedure. To ensure transparency, an «Integrity Pact» was signed between the state and the contracting entity, committing the parties not to offer or accept undue benefits. The service includes training for 132 agents in 2026, with the provision of a virtual platform, bibliography, and international certification. Payment will be made in installments: 40% as an advance against an invoice and surety, and the remaining 60% in two tranches of 30% each, against the presentation of intermediate exam results and final grades.
