Argentina's Government Rejects Banco Hipotecario's Appeal

The framework agreement for the provision of salary accounts service was awarded to nine banking entities: Credicoop, Patagonia, Santander, ICBC, Galicia, Nación, BBVA, Macro y Supervielle. The bank was given a deadline to rectify the defect, but failed to do so within the allotted time, which expired on February 20, 2025. According to the considerations of the regulation, the Administration based its decision on the principles of equality among bidders, legality, transparency, and moderate formalism that govern public contracting. Buenos Aires, February 13 (NA) – The Chief of Cabinet of Ministers rejected the reconsideration appeal filed by Banco Hipotecario S.A. against its exclusion from the public tender for the salary accounts service of the National Public Administration, as published today in the Official Gazette. According to what was learned by the Argentine News Agency, Administrative Decision 8/2026, signed by the Chief of Cabinet, Manuel Adorni, and the Vice-Chief, Diego César Santilli, confirmed the bank's exclusion ordered by DA 9/2025, which had rejected its offer within the framework of Public Tender 999-0011-LPU24. The reason for the disqualification was that the entity presented the sworn statement of interests required by Decree 202/17 in paper format, when the bidding documents and the regulations of the Office of the Comptroller General required it to be completed using the specific electronic form.
