Buenos Aires, December 1 (NA) – The Chief of Cabinet, Manuel Adorni, and the outgoing Minister of Security, Patricia Bullrich, confirmed on Monday that the Government will send to Congress in the coming days the project for the reform of the Penal Code, one of the initiatives for second-order reforms planned by the Executive Power.
The project will "bring order where there was once barbarism" because, they said, it will guarantee a change in doctrine with the aim of "making penalties more severe, ensuring justice arrives on time, and ending the revolving door."
From the Casa Rosada, Adorni highlighted "the enormous contribution of Patricia Bullrich to the restoration of order," as reported by the Argentine News Agency, and stated that "when she took office as minister, Argentina was plunged into a real bloodbath, picketers were the masters of the street, and cities like Rosario were liberated zones for narco-terrorists."

For her part, Bullrich stated that the new Penal Code seeks "to reverse the reality of who was most favored: criminals, rapists, and murderers; to ensure justice arrives on time and that sentences are effectively served."
She anticipated that the project provides for the "aggravation of penalties" and will protect those who perform essential tasks, such as in the educational sphere, children in schools, and the elderly.

She highlighted that it incorporates the figure of reckless driving—a historic demand of the Mothers of Pain—the abuse of weapons, and the concept of legitimate defense, where "the presumption will always be in favor of the one who defends themselves."
And she assured that "victims will have the possibility to intervene at all times" and that, as a result of the innovations, "82% of crimes will be with effective imprisonment."
ALERT
Adorni and Bullrich also announced the launch of the Early Alert System (ALERTAR), which will notify the population in real time in the event of natural disasters, weather emergencies, and public safety warnings.
With an investment of 12,000 million pesos from the FSU, it will allow the same message to be sent to all mobile devices in the affected area, guaranteeing privacy and anonymity, the Government reported in a statement.
