16% of detainees in Argentine federal prisons are foreigners

Argentina's Prosecutor's Office published a report stating that 16% of detainees in federal prisons are foreigners. The document analyzes the main difficulties faced by the foreign prison population, including issues with visits and communication with consulates.

The Prosecutor's Office for Institutional Violence (PROCUVIN) reported that 16% of the population deprived of liberty in facilities of the Federal Penitentiary Service (SPF) is foreign. This means that of the 12,062 detainees in federal prisons in the country, 1,935 are foreign nationals. According to the report prepared by this specialized prosecutor's office, the proportion of foreign nationals among the total population deprived of liberty has shown a downward trend since 2017. The report also highlights the main difficulties faced by the foreign prison population: the difference between residents (59% of those interviewed) and non-residents (41%) at the time of their detention; 14 of the 39 men interviewed had never received a visit; despite being a right, 6 out of 10 interviewees had not communicated with their consulate; almost 60% of families lost their only source of income with the detention of the interviewee. It was also noted that only 6% of the foreign population comes from countries where Spanish is not an official language (116 cases). Of the total, 1,181 inmates are in establishments located in the Buenos Aires Metropolitan Area (AMBA), representing 61%. It was also pointed out that more than half of the imprisoned foreign population - 56.4% - is serving a sentence, while the remaining 43.6% are in pre-trial detention. The vast majority of foreign inmates - 98.2% - are people over 21 years of age, while the remaining 1.8% corresponds to young people aged 18 to 21. Regarding the composition by gender, the data reflected that 90.5% are men (1,752 inmates); 8.9%, women (172); and 0.6%, transgender people: 'This distribution shows a slightly higher proportion of women compared to the general population, as women detained in the SPF represent 7.6%'. PROCUVIN conducted 39 interviews, distributed among the Federal Penitentiary Complex (CPF) in CABA (Devoto), Units 8 and 22 of the province of Jujuy, and Unit 10 of Formosa.
