Argentina Carries Out Major Government Restructuring

Argentina's government, led by President Milei, abolished the Communications Secretariat, transferred tourism and sports functions to the Cabinet, and concentrated migration policy in the Security Ministry. The reform aims to optimize public administration but faces criticism for potential power centralization.


The national government, led by President Javier Milei, carried out a profound restructuring of the state apparatus on Tuesday through Decree of Necessity and Urgency (DNU) 793/2025, published in the Official Bulletin, which introduces key changes to the attributions of several areas of the Executive Power.

The decree implied three high-impact decisions: 1. The abolition of the Secretariat of Communication and Media of the Nation's Presidency. 2. The transfer of competencies in tourism, sports, and the environment from the Ministry of the Interior to the Chief of Cabinet of Ministers, headed by Manuel Adorni. 3. The decision to concentrate in the Ministry of National Security the functions in migratory policy, registration, and identification of persons.

Regarding official communication, the decree specifies that the functions, organizational units, personnel, and budget items of the Secretariat of Communication and Media are automatically transferred to the Chief of Cabinet. The new Article 9 establishes that only four secretariats will have this direct link: General (in charge of Karina Milei), Legal and Technical (María Ibarzábal Murphy), State Intelligence (Sergio Darío Neiffert), and Culture (Leonardo Cifelli).

For the Ministry of the Interior, now led by Diego Santilli, the decision represents a significant loss of strategic functions and suggests a substantial cut to its institutional profile. The real impact of this reorganization will depend on how it is implemented in practice: the transfer of structures, budgetary support, adaptation of human resources, and articulation between the new areas of competence are management challenges that must be concretized in the coming months.

The absorption of official communication by the Chief of Cabinet raises questions about the autonomy of public media and the centralization of the state message. For the areas of tourism, sports, and the environment, the transfer to the inner circle of the head of government gives greater visibility to the approach of these policies, but also places them under a more direct administrative profile of political power.

On the other hand, the Ministry of National Security, through the modification of Article 22 bis of the Law of Ministries, assumes full leadership of the country's migratory policy, control of the National Directorate of Migration and the National Registry of Persons (RENAPER). This measure displaces the Ministry of the Interior from key competencies linked to borders, documentation, and the flow of people.
