Argentina Suspends Anti-Dumping Duties on Insulator Imports

Argentina's Ministry of Economy has suspended anti-dumping duties on porcelain insulator imports for six months, following the closure of the sole national manufacturer. The decision came at the request of the industry itself, which no longer produces these critical components for the national energy grid. This move will prevent disruptions in the electrical system and reduce costs for consumers.

Argentina's Ministry of Economy has suspended for six months the anti-dumping duties on the import of porcelain insulators, following the closure of the only national manufacturer. This measure, officially formalized this Tuesday through Resolution 345/2026 published in the Official Gazette, responds to an unusual request, as it was the protected industry itself that requested the removal of protection after definitively ceasing its production. The company Fábrica Argentina de Porcelanas Armanino S.A. (FAPA), which represented 100% of national production of these inputs and 70% of apparent consumption, informed the Government of the irreversible closure of its operations. According to details in the resolution, analyzed by the Argentine News Agency, the company not only stopped manufacturing but proceeded to auction off all the machinery necessary for producing insulators. In the absence of a domestic Argentine offer, the Chamber of the Electronic, Electromechanical and Lighting Industry (CADIEEL) certified that there are no longer any members in the entity that manufacture this product, leaving the domestic market without local supply. Likewise, the National Foreign Trade Commission (CNCE) warned that maintaining import taxes in this context represented an 'immediate obstacle' to the national energy system. 'The permanence of the measure would not only lack an object in the absence of national production, but could become an obstacle to the stability of the public electricity service, notably and unjustifiably affecting the functioning of a critical infrastructure such as the electrical grid,' noted the technical body. Among the arguments, the Government also stated that this decision seeks to avoid delays in essential works for the electrical system and reduce 'unjustified' costs for importers and energy consumers. The suspension of tariffs includes porcelain insulators for rigid mounting, suspension, and for transformers (customs tariff positions linked to voltages up to 60 kV). Porcelain insulators are critical components for electrical grid infrastructure and transformers. For ten years, the State had maintained these customs duties to protect the national industry from foreign competition. However, with the dismantling of the last factory in the sector, the Ministry of Economy considered that the current priority is to guarantee the 'continuity and reliability of the country's energy infrastructure'. In this way, from now on, electrical network distribution and construction companies will be able to import these critical inputs without the economic penalties that applied during the last decade. The measure applies to products originating from China, Brazil, and Colombia. The now-suspended anti-dumping duties had been in effect since 2015.
