Argentina creates council to control Trunk Navigable Waterway

Argentina's National Agency of Ports and Navigation is advancing the formation of a Control Council for the Trunk Navigable Waterway. The tender process for managing the country's most vital transport artery is 90% complete without challenges. Key users and provinces will participate in the new council, which will oversee contract compliance. A private operator is expected to be selected by May.

Buenos Aires, Feb 12 (NA) - The National Agency of Ports and Navigation has summoned users and key stakeholders to advance in the formation of the Control Council for the Trunk Navigable Waterway, within the framework of a bidding process that is 90% complete and has not registered any challenges. The process for tendering the country's most important navigable waterway has advanced without setbacks. We believe it is important to open the process for the next 30 years. No one knows it better than the users. "Always keeping in mind the differences between the users of the Northern and Southern Hidrovía," assured the executive director of the ANPYN, Iñaqui Arreseygor. For his part, the president of the Argentine Chamber of the Oilseed Industry and Grain Exporters Center (CIARA-CEC), Gustavo Idigoras, stated: "the control body must have a user advisory board where ideas can be contributed." In this context, the ANPYN convened a meeting to begin to shape the Control Council for the Trunk Navigable Waterway. "We believe we are in a position to form a supervisory table for the VNT in which all are present: provinces and businessmen," said Idigoras. "The participatory tables and the audit carried out by the United Nations guaranteed a transparent procedure, which to date has not received observations or challenges, as was learned by the Argentine News Agency." With 90% of the process completed, more than 200 inquiries from interested parties have been received in an international tender that also motivated inquiries from various embassies to inform companies from their countries. In compliance with the schedule, on February 27, the offers will be received to proceed with the award of the contract for the Hidrovía. With this tender and its correct execution, we are betting on the next decades of competitive export logistics. It is estimated that in May the private actor who will carry out the contemplated improvement tasks will be defined, after multiple consultations and the participation of producers, provincial governments, port chambers, associations and environmental NGOs. Those same sectors were invited to join the new control council, whose function will be to monitor and closely follow the compliance of what is established in the tender specifications. Participating, among others, are the Chamber of Maritime Port Activities, Argentine Rural Confederations, Rural Society, Coninagro, Agrarian Federation, Rosario Stock Exchange, Argentine Oilseed Industry Chamber, officials from the provinces of Entre Ríos, Santa Fe, Misiones, Chaco and Buenos Aires, shipping chambers and the Chamber of Private Commercial Ports.
