Buenos Aires, Feb 3 (NA) – The National Communications Entity (ENACOM) approved a budget adjustment of 211.27% for an internet infrastructure project in popular neighborhoods presented by the company ARGENGRAFT, increasing the total funding for the Non-Reimbursable Grant to 888,639,908 pesos. Resolution 17 of 2026, published today in the Official Gazette and accessed by the Argentine News Agency, allocates 538,886,968 pesos to the pending items of the Investment Plan of the project corresponding to the period November 2023 - November 2025, presented by ARGENGRAFT Sociedad de Responsabilidad Limitada, with CUIT 30-71137089-3. The project had originally been approved by ENACOM Resolution 1,656 of 2023, which awarded the firm a Non-Reimbursable Grant of 349,752,940 pesos for its execution under the Program for the Development of Infrastructure for Internet Intended for Villages and Settlements Registered in the National Register of Popular Neighborhoods in Process of Urban Integration, known as the RENABAP Program. According to the considerations of the norm, the company presented the adjustment request accompanying the updated budgets for the items not yet executed, in compliance with the current guidelines approved by ENACOM Resolution 1,860 of 2022. Subsequently, ENACOM Resolution 3 of 2025 established that TIC service licensees must continue to make the contribution according to the form and mechanisms used, and Decree 312 of 2025 assigned ENACOM the collection and administration of said funds. The call for the presentation of projects for the deployment and improvement of broadband internet access networks in neighborhoods and settlements registered in the National Register of Popular Neighborhoods was established by Resolution 950 of 2020, and its validity was modified through Resolutions 159 of 2021, 370 of 2021, 1,736 of 2021 and 1,409 of 2022. The Bases and Conditions that govern these projects was replaced by Resolution 1,967 of 2022, which established that projects awarded under previous resolutions will continue to be governed by the Bases in force at the time of their award until their completion. Decree 6 of 2025 ordered the dissolution of the Universal Service Trust Fund, maintaining the public policy provided for by Law 27,078 and the obligation to make the corresponding contributions. These guidelines establish the procedure for the adjustment of budgets allocated to the items of the Investment Plan. The National Directorate of Planning and Development of ENACOM verified the documentation presented and determined a variation of 211.27%, establishing that the adjustment amount applicable to the pending items amounts to 538,886,968 pesos, in accordance with point 10 of the approved guidelines. The RENABAP Program was approved by ENACOM Resolution 726 of 2020 and extended by Resolution 1,409 of 2022.
